Someone sending out a blanket or blind email asking for a link, or to trade purchase or sell a link is not necessarily automatically a scam.

Spammy most likely, but not likely a scam.

The fact that it is posted on the scam site you linked to just is more reason to just ignore it.

The scammedby site you linked is extremely slow and has very little real value and in fact even their tag cloud points back at google rather than allowing visitors to pull up site content by tags.

The particular page you linked showed that the person was referencing a page that might have been taken down, might have contained a typo, or may have been auto-generated referencing an old page that had been removed.

Getting emails such as the one you mentioned where people are asking for links, or those that offer to sell or exchange links will be something you will get a lot of over time, you can choose to either respond or ignore them, but you will continue to get them no matter which way you handle them.
