I think all casinos are no negative carry over.
With some groups you can get deals that provide you with no NCO but often you must take a lower percentage or give up something else. Speak to your affiliate managers about this as these are usually only done on a case-by-case basis.
For RTG's I recommend:
Affiliate Edge (although they have NCO they do not bundle so a beg at 1 casino will not keep you from getting paid from others)
Main Street (No NCO)
Affactive (No NCO)
For Playtech
BetFred (No NCO)
For Microgaming
Rewards Affiliates (Washershare Model - No NCO)
Brightshare (No NCO)

Oh, my mistake. Why would anyone join an affiliate program that has negative carryover? What if one of your players wins a large jackpot? The account would be ruined?
Ahh.....good question.
First, there is that risk but depending on where it happens there are things that can be done.
In my example with Affiliate Edge, if it happens at one casino it will NOT affect earnings at others.
And no matter where it is, do not be shy about discussing it with the affiliate management. Some places are willing to "ring fence" players. In orther words, they are willing to remove the player that caused the big negative until such time as they play off that amount.
The programs understand that this can and does happen, and most of them are intelligent enough to understand if an affiliate has been nailed with a 10k or 20k negative and they only have a few active players (or whatever scenario) and the affiliate will likely not get paid for many months if not years, they will likely pull the plug on that program unless they are willing to help.
In my opinion, a quota (of any kind) is often a far worse term than NCO.
