I have DMCA protection so it alerted me, he scraped the site so was pretty easy to find

You could try complaining to vukan247, maybe they take action against the affiliate. If they care.. I've not heard of them.

I would be totally surprised if Vulkan did anything, They usually do not even bother to attempt to stop affiliates from stealing and reusing their logos as their own.
