    Default direct download link considered outgoing link or not?

    The number of outgoing links of a web site should be low. How about a direct download link? Does a direct download count as outgoing link?

    Add rel="nofollow" and you should be fine. Also consider cloaking your affiliate links (if you are not doing it already). This post is quite old but still relevant: yoast.com/cloak-affiliate-links/

    If the link goes to a page that is internal on your site (no-follow'ed and robots.txt restricted) then it would be an internal link, with the "visit page" containing the external link.
