    Theoretically it should - binary options are just a poor -EV gamble.
    But no - they are not. They will be regulated as Financial instruments.

    The (UK) Government proposes to consult on amending the Regulated Activities Order (RAO) 2001 to take such products (binary options) out of the scope of the Gambling Act 2005 and regulate them as financial products.
