You should use self hosted email marketing solution with dedicated server or VPS depends on your quantity. so no issue of shuting down your account....
Whether self hosted or not, the only risk of being shut down is when there is spam and purchased or rented lists (which is spam).
If it is your list that the recipients signed up for, such as an in-house newsletter that visitors subscribed to, there should be very little issues or risk of any kind of account shutdown.
I do agree though, that often self hosted is better since it gives you more control.
