Gambling Licence: Do I really need it?

Hi All!

I am new to this forum and the future webmaster of my upcoming betting exchange called IWagerU.com. - It will be something never seen before!

I actually hoped I didn't need a gambling licence, since a betting exchange is not financially involved in any bets, but only acts as the broker between clients. Unfortunately moneybookers, which I consider as my transaction service has informed me I need a gambling licence for them to accept me as a verified merchant.

I would like some advice on how to obtain a gambling licence.
Until my website starts generating revenue I don't have a lot of money to spend, so I am looking for the cheapest possible solution.
IWagerU.com will be hosted offshore, and the off-shore placement will depend partly on the gambling licence solution...
