Germany approves new iGaming regulations

New iGaming regulations that will legalize online casino and poker beginning in July 2021 were approved by German legislators this week.

The next step means that each of the German state parliaments must ratify the Glücksspielneuregulierungstaatsvertrag (GlüNeuRStv) bill, which intends to take the regulated iGaming market into the online betting realm. It also requires approval from the European Commission.

Not many changes have been made in the draft GlüNeuRStV bill that was published for the public. This means that sports betting, online poker and online casino games including slots will be allowed and legalized, they will come with significant restrictions.
Live betting markets in sports betting will be limited on the final result or next scorer. Slots will be subject to a €1 per spin stake limit and must be offered separately to table games, with no auto-play function and no jackpots.

The mandatory deposit limit of €1.000 across all providers first included in the third State Treaty will remain in effect, while operators will not be allowed to advertise between 6 a.m. and 9 p.m.

The GlüNeuRStV will come into force in July 2021 and till then the third State Treaty remains in place and the market will stay limited to online betting.

Germany has moved to the next stage of regulating the online gambling market by submitting the draft treaty to the European Commission.
The treaty will still have to be ratified by 13 of the 16 states before March 31 2021 to come into effect by July 1 2021.

So at the time this thread was posted, nothing it set in stone. And we won't know until March next year?

For those who will have an EU license, it creates legal certainty. There will be problems with all licenses outside the EU, such as from Curacao but also with licenses from England and Gibraltar. This is my personal opinion.

With the terms of the licence, my guess is that noone will bother with it. The market will die.

Renee, I think it is important to wait for the Brussels verdict on the new gaming contract. I think none of the parties is interested in choking the gambling market, it's about too much money. I hope in the end reason will prevail, I am an optimist. The guidelines from Brussels do not necessarily speak for the federal government, there will be a compromise with which all parties can live.

It's nice when more and more countries start to consider online gambling as a source of income that will help to replenish the budget.

Everything I read lately was about Europe and the commission, and nothing regarding Germany, I rather thought that they wanted to go on with their fight again. Only few lander had the right to give licence but I thought it was about to end for a more strict legislation regarding online casino market.
Do you have sources or some really interesting article to share please ?

Everyone will just switch to promoting offshore casinos that are not subject to these regulations. Correct me if I'm wrong but the only big losers will be online casinos who are bound to ether get a license (no one will promote licensed ones for obvious reasons, $1 max stakes, lol what?) or exit the market?
