Well, actually that is a pretty good policy.

In fact, if they have to enforce the second part of it very much, it would likely make me a regular....LOL

I have to say, there are cases in both scenarios where I would like the reverse to be true.

Overall though, good policy I think..

If it was my bar, I would change it slightly:

Men:
No pants, free drinks

You guys can't have ALL the fun.
