In my opinion, Google +1 is really foolish features providing by Google. Can anyone tell me the actual benefit by this functionality in terms of quality results?

As it's a new feature, I doubt anyone has a good feedback to vouch for it or define it as worthless. On theory, it should increase the crawling rate of the page that contains the button, as Google may crawl or recrawl it after each impression. In a perfect world, if every user of yours has +1'ned your page, each and every gmail friend of theirs will see it in his/her search result, if related keywords are used.
Basically you wrote an article about a new phone for example by company X. When you search in Google, for Phone Y, usually Company's X site and info about the phone will be top result. Well Google thinks that if your friends recommend your page, it should be next to or above Company's X site. In a competitive field where your site can't reach top 10 serp pages, it's a great plus. Not sure if I explained it good enough for you to understand it, but I hope so. There as for now, too many "ifs".
I already see affiliates, putting it on pop up ads encouraging visitors to get a google account.
