You probably want to look in to see if you can implement captcha at least as you are likely getting automatic member creation. Even captcha may not stop it, but may slow it down.
Also look in to askimet or spam-o-matic from stop forum spam.
Ok just checked the mod list at stopforumspam at https://www.stopforumspam.com/mods and they show they have a mod for bbpress. There are many different methods, but starting with this mod (and considering a captcha also) is the recommendation I would start with.
You will want to have a form or email where people can write when they feel they are excluded from signing up being blocked by the mod. In those cases you will be having direct contact and can see in a log whether the ip or the email is what is blocking them.

Thanks Rick, forums are more of a pain than I thought. I have found a plugin called new user activation which lets me approve or deny. The thing I can't find now is a captha for bbpress. Any thoughts?

My suggestions are:
reCAPTCHA + a Spam mod for BBPress should do the job nicely, in addition with: Spam Destroyer (wordpress (dot) org/plugins/spam-destroyer/).
You can also require email confirmation. Also, you can set it to be "Invitation only" (wordpress (dot) org/plugins/wp-invites/)
