First question- when paying for advertising on Facebook have you ever come across Facebook disabling your ads entirely?
This morning I received an email stating that my advertisement bullies people and as a result bullying is not tolerated therefore we are permanently disabling ads.
All the ad contained was a banner for TATTSLOTTO'S $50,000,000 Powerball draw. Absolutely nothing of bullying nature.

Second question- I'd like engage with fans more both on social media and website but not just through "likes" but through comments that require a response ect. Any suggestions? Helpful tips

You are advertising gambling and this is forbidden(see the TOS for advertisers) on FB as far as I know.
To have success with social in this niche you have to give real VALUE to the users, and that's not easy(sometimes maybe not even worth the effort).

It touches on a number of reasons why an ad may be disabled (geo's, demo's, etc...) for "gambling, games of skill or lottery".

We've seen affiliates have trouble getting ads running consistently in the past .... it may not be worth the time investment.

Harry_IA thank you. Yes it's the first time I've had any trouble and now the last according to email I recieved to. Never the less I did recieve a phone call from FB and the lady that called stated ad hadn't breached guidelines as far as she could tell but she going to check with one of her colleagues and call me back today.

I think first question has already been answered.
Anyway, on your 2nd question I think it will rely more on your hard work.
If you wish your followers to interact on your page/site then think of something that will make them interact with you.
How about asking a question/poll?
How about giving tips or advices?
How about sharing an information?
How about creating a fun yet simple game?
There are actually many ways for your followers to interact and there are no tools you need to use in order for this to be done.
You must be the one to actually interact with your followers.
Experiment and you will find out what you need.

Facebook has clamped down on gambling adverts! Now only people with a gambling licence can advertise.

I also think that your ads were removed because of gambling content. Sometimes they confirm the ads and sometimes they don´t. I think this depends on the fb worker and how serious he takes this job
