It's extremely important to establish, if the program is plain rogue or not, before considering any of the other factors involved.

Couldn't agree more. I think the problem with rogue programs is nobody knows when a program will go rogue if it was acquired by a bad actor.

I would say how good the product is for the players 100%. Having a high rev share is good but not important if the new sign ups are loving the product and will continue to use it.
