Legitimate Resasoning for Delay in Stats Reporting?

I'm curious to know if anyone can provide legitimate reasoning or insight as to why a program would move from reporting stats religiously "on time" to delaying the reporting by two, three, and sometimes even 5-8 hours.

By this, I mean the program I am thinking of provided daily stats at 8am sharp every day for well over a year. Then, about two months ago, their reporting times varied - sometimes the stats updated at 9am, sometimes 11am, other times 5pm.

Are there legitimate reasons for "choosing" to go from normal, predictable reporting to what seems like "at will" reporting of stats?

Are there legitimate reasons they would want to review the reporting before affiliates are able to access the information?

The most likely reason is a reduction in staff overall - or loss of a key staff member.
