#1 is to stop worrying about the little green bar and build your site for visitors.
#2 is do not pay attention to people who think they know about seo and then use tricks like creating forum accounts for seo, or those who suggest link exchanges are the most important, and a sure giveaway are seo wannabe's who put a lot of time and effort into the little green bar.

For promoting your site use the off-page optimization techniques of SEO for better results or you may use some PPC etc...
Review sites are the "bread & butter" of casino affiliation,
you can create a review site that looks like **** and with good SEO it will get some results,
OR become an "authority review site" and in the long run it will be very worth while.

Nope, and when a person claims to be an seo and tries to say that the little green bar means a whole bunch, it is a pretty good indication that seo person is using very very very old information about seo.

As stated already - don't worry about increasing performance to 'get pagerank'
Focus on increasing performance to get search rankings, get visitors to spend time on your site, to click through to other pages from where they're landing, to click through to offers you're showing them, to want to share it with others in some way.
You may get lots of generic answers that will help you on one or more of those, and there are some valuable (and recently published) lengthy articles online if you know where to look. But perhaps a good way of getting more specific feedback/ideas would be to state the URL of your site on a review request thread.
There is no any technique that could be ranked as top five in Off-page. Different people likes to use different techniques to optimize their pages. It is not important to know which are the top techniques, but it is important to know what are top strategies to use all techniques?
I'd read all you can on SEO. Then use that as a STARTING point only. Experience and study are the best teachers. An interesting place to learn is in scaled down versions of the larger environment. Study local searches for local businesses. What pizza places come up highest in the rankings for your local area and why? Do the same thing with business that have little or no national exposure - something like horse stables. It helps to use a service that gives you the information that you would like to study.
Start simple. Search for "horse stables near (fill in your city)".
Look at the top x results. How many had the phrase "horse stables" in the title?
How about in the URL?
How about in the body?
How about in the for an image?
Wash, Rinse, Repeat if necessary.
Build a good looking site, fill it with unique and fresh content and start getting links from other sites. The new trend is to earn links, not to exchange. Make people spend time on your site and share your content in social media.
Even though Matt Cutts told some days ago that links won't have such a huge impact in the algo, that doesn't seem to change quite now
first ua site shud be attractive and fullfill the requirement of searchers,, second u shud try making backlinks on pages having high PR.
To increase the traffic and performance organically does not mean that all the time you are creating back-links and good content spreading, but how user experience on your site is what an ultimate signal that Google uses. So focus on user experience.
PR doesn't mean anything anymore. What matters is building up a great website with good content and earning backlinks through linkbaiting, as well as focusing on social media and encouraging engagement on your site. Google will base the peform of your site on these factors.

From a speed and user ability point of view:
I would look at your site using tools like http://validator.w3.org/ and Google https://developers.google.com/speed/pagespeed/ and gix the issues.
I would make sure your site is fully responsive to all devices.
I would look at key metrics like bounce rate, actions, time spent of the site and try to figure out why it is what it is and how to lower it.
You need fresh content posted regularly on your website with long tail keywords is the one prominent step towards getting high ranks on SERP...![]()
