I take it Manila was not copied on the memo that "The payment is made at the beginning of the month to the preferred payment account."?

I don't understand why companies don't handle business before dismissing for holiday?

You're 100% right, delays like this should not happen and are unfortunate.

However, very hard to avoid especially when dealing with 3rd party payments services.

Even if that was the reason that individual joined here, why shift the focus of the post? The fact remains your company's terms and conditions state YOUR company (not my company, not the new member's company) will pay at the beginning of the month. The better question is why does your company constantly fail at living up to the terms they publish?

Unfortunately, when paying through online methods, it's not in our control as much as we'd like it to be, and delays sometimes happen
