new page won't index, Google selecting alternative

So, I published a new page.

Nothing obviously wrong with it. Resolves OK, page source shows the content etc.

But...GSC is saying they won't index because it's a duplicate, and they've chose an alternative (differently-named, existed for many years) page as their canonical preferred.

But the two pages are entirely different, other than contextually around the general topic. The content on both is unique and on target. Pages named differently, unique titles, descriptions, headings.

The weird(er) thing is...Bing seems to be saying pretty much the same thing. I've tried a new indexing request there, waiting for them to recrawl.

I've added a bunch of internal links (with appropriate anchors) to the 'new' page from multiple other pages across the site. It might be a while till they get picked up, how long is a piece of string.
I've sent a link from the chosen canonical page to the new one, and vice versa.

One of those might do the trick, but I'm not overly hopeful.

There are no redirects on the new page. Never have been, it resolves. The name has never been used before. Can't see anything obvious in htaccess.

It doesn't make sense.

Any ideas?

Can you share the page in question, otherwise it is more conjecture than firm opinion. The other benefit of doing that is you would have an external link to it then and that could help with the indexing
