There are many similarities between gambling and tobacco. Governments continue to tighten regulations and increase tax rates; however, the gain for the governments is not near what they project, as users will search for cheaper alternatives, black, and grey markets. Usage and incidence do not really decrease; quite simply, more “friendly” alternatives are found.
