I think this statement takes away a bit of the ridiculousness :
Permits cannot be requested at this moment for the provision of online gambling. Authorities are working on a law that makes that possible. Until then gambling via internet is banned in the Netherlands. Source

When companies decide to do this sort of thing, it puts the gaming industry in a predicament which is not fair to licensed operators. Companies operating without a license should not only be fined but also banned for ever operating or attempting to apply for a license.

Permit or not, the situation of the online casinos is not clear in a lot of countries. They forbid, but everyone plays everywhere. Except when the software block countries.
