I can tell you two to avoid. Ah-ha and Kanoodle. A lot of fraud traffic from bad affiliates.

I met the webmaster last April at the IMC 2003 conference and he knows his stuff.
PPCs are really a matter of trial and error. Alot of casinos and affiliates have spent alot of money 'learning' and it explains why they are not so inclined to share their experience with others.
My advice is, select key phrases which are far more specific than say "casinos" or "gambling". Color outside the lines and keep your bids low.
You have to see just how much you can spend from click depending on ROI.
You calculate ROI this way:
Your Revenues (what is on your cheque at the end of the week or month) - the costs you spent on the PPC - your operating costs (time, hosting, ect) = ROI
It's a rather simplistic explanation but you can use the reverse math to see just how much you can spend per click without breaking the bank.

I have heard a few bad reports about Kanoodle. I think trial and error is the best way in finding a pay per click that works for you. I have had good results with ppcs that other people think are dreadful and vice versa. Remember too if you are looking for good quality traffic there are a few members here who have excellent traffic packages

I have heard....(not confirmed)
that a lot of the fraud traffic is getting smarter...(to hurt us more)...to go ahead and start downloads on an occasional basis...
That way you see the traffic, and see what you think are results that you hope with convert to deposits and actually its fake...
There are forums DEDICATED to trading in search clicks....
Join some of the paytoreads....you can even get paid a penny or 2 at times to rip off an advertiser...

You should see how these exchanges work. They are Soooo slick...they know which engines watch IP's and how long between each search it needs to be in order to be counted as a valid search. They teach the members how to stay on the page until it fully loads...and even to go a page deep to make it "appear" to be a valid search /click-thru follow thru...
Many of the members are now doing more of their "training" by email and pm's...
Some of the paytoreads also will get a "newsletter" advertiser that will be a search click... Even if they only get $.05 a click they can easily afford to pay $.01 per search.

There are a lot of things that I think is problematic with some PPC:s . I've tried a network and they in turn bought exposure in other PPC:s and Inoticed not only that the bids where lower (I still had to pay my offered price) I also noted some strange traffic originating probably from click thiefs(or whatever they are called). Also some of the ads was displayed in adult related search engines something I've tried to avoid. I need to analyze some of the traffic before saying anyfing about if it is profitable however, but there are probaly a lot of issues to consider before using a PPC-service other that the big and well-known ones.
Poker summed it up in one paragraph.
Read each sentence as if it were gospel. and act accordingly.
