The Legislature of the province of Santa Fe has approved a law empowering the provincial government, via the Santa Fe Lottery, to begin rolling out online sports betting.

The measure is primarily aimed at regulating the creation and operation of online gambling and sports betting on digital platforms, and it contemplates the possibility of issuing public tenders, both domestically and internationally, for its implementation.

Central objectives of provincial regulation
According to the first article of the legislation, the main purpose is to regulate "the development and operation of online and/or virtual gambling and sports betting and/or sports prediction activities" conducted through digital media and platforms. The law goes beyond simply legalizing this activity, establishing specific public policy objectives.

Among the stated goals are guaranteeing public order, eradicating illegal gambling, and promoting responsible recreational gambling while minimizing the risks of problem gambling. This three-pronged approach seeks to balance citizens' freedom with the protection of vulnerable groups.

National and international public bidding system
The Santa Fe Lottery Social Assistance Fund will have two options for implementing the regulation. One is to develop its own online platform that operates directly under state control. The other is to issue a call for bids to select licensees through a public tender that allows for the participation of both national and international companies.

Article 8 of the law explicitly opens the possibility of inviting global operators with experience in the online sports betting market. This decision could attract significant investment and cutting-edge technology to the sector, although it also generates debate about the participation of foreign capital in an activity considered strategic.
