it is a pretty busy homepage.
First start to work on a mobile website, make it responsive.
Without a responsive design in my opinion you are not gonna make it.
And work with less moving banners on your homepage.

How Dave said, less is more.
Try to avoid tables and use css (div, ul, li) instead
There is no way around a responsive design. (50%+ mobile user)
My Russian skills a pretty rusty since school, but anyway the font-size is not really inviting to read (esp. in sidebar)
