Since when did Google tell companies it was lifting penalties on their sites

I was doing my usual trawl through gambling media this morning and was suprised to see a headline on the Reuters news site:

You will have to forgive me for being out of the loop, but when were Google in the business of telling companies they had lifted a penalty on their websites?

The sites in question are gambling.com and creditcardexpert.co.uk, which were penilised, I assume, for breaking Google webmaster code of conduct. But, why would Google inform them that a ban had been lifted, or are they just assuming it has been because their rankings have returned?

What is even more surreal is that Media Corps share price has risen on the strength of this! Is this how stockmarkets work these days - on your ranking positions for keywords?

I am missing something here.....

I know for the fact that Google keep track on certain sites that has quality content and far from the so-called tricky coding and spamming intention, but come to think of it, if certain sites working good and they actually achieved too much of the so-called ROI, have you noticed that Google will move in line and take placed, hitting the site as they are gaining profit from it. Google maybe are not benefit from this site and they need to make a move to let a good working site down for a certain purpose that is up to their control.

Maybe I am just getting cynical in my old age, but this just smacks of link bait to me. Some mug at Reuters fell for it too. I have noticed that the websites in question are just going through a relaunch, so making these kind of statements, however spirious they are, must provide a few extra links.

I know it's very very difficult to survive without Google as it comprises a majority share of the search engine market, but I believe we have come to depend on Google far too much. I have read many case studies detailing how Google has destroyed whole online businesses (I will paste the link if I can find it) - I hope these stories are not true, but I have to admit, it's pretty scarey to think that you could have a very profitable business one day and the next day, it is gone.

Also, a competitor once reported a site of mine informing Google that the site was dangerous to users. They placed a bright red and yellow warning sign on my URL for days and I know for sure that this had a huge and negative impact on my visitors and potential clients. I had to make an appeal to get it removed. In the end, there was nothing suspicious...

Just be careful and try to stay up to date with Google's T&Cs and code of conduct and we will see what happens in the future. (sorry if i strayed from the subject a little).
