Absolutely not.
First, almost every single affiliate program has very specific terms not to use spam to generate visitors, and you risk losing your accounts by doing so.

Spam traffic wouldn't really convert. Spam / Pop Up / all those "Mass visitors" aren't worth a penny.
Spam traffic is useless. You are basically DDOS attacking servers if you buy plenty enough volume.
In most countries this is crime. So nobody tell you, that he send spam.
All affiliate programs declare that they have zero tolerance to spam. In reality most of affiliates programs accept spam. Most affiliates programs check traffic source very formaly. For all my affiliate career only bet365 affiliates check my traffic source very detail.
For all another affiliate programs - if affiliate send many players and tell that this is legal email list - affiliate program close they eyes. This is all about money.
This is standart game.
1. Somebody report that affiliate **** send spam traffic
2. Affiliate program: OMG, we don't know about it.
3. Remove affiliate to another account.
4. "Banned" old account.
Some time affiliate program sent spam from itself but using fake affiliate accounts.
Also some affiliate programs / affiliates use 1-page landing for laundering spam traffic.
Spam > domain-for-spam.com > brand

Spam is spam, nobody likes it. As Moonlight Cat said, it is criminal stuff: if you choose either to sell such traffic or buy it, your risks would not pay off.
There are hundreds of sites that are happy to take your money and send you as much useless bot traffic as you'd likeDon't be fooled by their fake customer reviews and empty promises.
Its a great way of throwing money away so it does have some uses I suppose
