If you have WordPress I'd recommend NitroPack. It's free until you have 5k+ monthly visitors.
I just got it on all my sites and some went from a pagespeed score of 60-70 to 100 (!!)

I almost had a similar problem, with the speed of my WordPress site. I will write a few useful things that may be helpful to you that have helped me.
The most authoritative site speed testing services are Google
PageSpeed Insights and GTmetrix. Google Page Speed Insights is much harder to satisfy than GTmetrix, but it is more influential for the Google SEO effect.
A very important item to meet this performance is the correct choice of WordPress themes and WordPress plugins. If you initially choose an optimized WordPress theme and optimized plugins, later during the editing of the website, you will have less work to adjust the speed of the site.
I've tried a few acceleration plugins:
LiteSpeed
Wp Rocket Pro
W3 Total Cache
Asset CleanUp Pro
I also used combinations of these plugins, but I achieved the best effect when I used only the WP Rocket Pro plugin. I set the basic settings for WP Rocket, cleared the cache, and adjusted the settings for CSS and JS.

After tuning, mobile testing on Google Page Speed Insights rose from a horrific 23 to 56, and desktop testing from 57 to 82-88, a significant improvement. For best results, I plan a few more advanced options.
Several colleagues recommended the NitroPack plugin to me, which is free for up to 5,000 visits per month, and colleagues recommend it to me because they have had great results using this plugin.
I hope it will help someone.
Caching is far more effective if done server side, and not always enabled.

We host most website through siteground and they have a great all-around plugin for all the stuff you need. Not sure if the plugin is only for siteground website or not.
You can check you website in various online tools that will help you to analyze your website.
Use google page speed insight tool and check the score of core web vitals and and just follow their recommendation and work on it. Definetly you will get good result after that.
You can use EWWW Image Optimizer, works good
My advice to speedup your site for better User Experience and to make SEO tools happy:
- avoid installing too many plugins
- start with a clean and fast theme that doesn't load heavy frameworks
- use a CDN that caches static assets
- enable caching in your CMS
- use a fast hosting (TTFB - Time to First Byte is very important) with HTTP/2 and GZIP enabled
- compress images and consider moving to webp format
- preload fonts and critical css files ; defer loading of non-critical assets
- check your site with useful tools like webpagetest (waterfall view is incredibly useful to understand what is blocking the browser), gtmetrix, web.dev, pagespeed, lighthouse, etc
- find the best plugin to fix remaining problems (for example to combine and minify css and js)
If you fetch data from remote sites using API, make sure calls are non-blocking.
I suggest relying on external optimization plugins only as the last step.
