Well, most seo sites do exactly that.
They scrape sites, comparing your content and their content, and republish the content on their sites on the so-called seo reports and they do not have permission to do so.
I have often been searching for things and see seo sites rank for content from pages that are nothing but blurbs from other sites contained on their "report" pages.
Why should they rank for that stuff?
Seo sites are not in the milk production business, nor do they run dairies or make butter, but they still might rank for thoise terms since a dairy farm ran an seo report on their site.
