Default Is there a color that has a 7:1+ contrast ratio on White and Black backgrounds?

Is there a color that has a 7:1+ contrast ratio on White and Black backgrounds?

This is for WCAG compliance and I am curious if such a thing exists. I can't seem to find it with web search, but maybe some smarty pants at GPWA has solved this riddle?
