74,999,999 of those people are sending those 'targeted' emails to the other 74,999,999 on the same list. The odd one out is the person who gets spammed by it who will complain to your ISP and get you shut down.

What do u mean by that ? Ive heard that e mail advertising is the most affective medium , so how can someone with no mailing list make an impact?

Email advertising is definately one of the most effective methods, but only if you gather your own mailing list. Get a newsletter sign up feature on your site and do not give those emails to anybody else.
The best list to own would be a double opt-in mailing list of your own users.
These huges lists are mainly lists of emails that have been harvested or stolen from other sites. These are very seldomly effective and using them would be the best way to be labelled a spammer. IMO

teapota - I recently bought an optin list in good faith from someone I trusted - it turned out that list was bad and I very nearly lost my business over it
As Peralis says stick with a list you have gathered - yes it takes time but every one of those opt-in subscribers to your list is worth 1000 times more than any prospect from a cold list.
I looked at the link and it seems that is submits to FFA's - those suck in terms of getting results anyhow
