Uruguay casino group proposes online betting regulation

The Uruguayan Chamber of Casino and Entertainment Venue Operators and Service Providers (CUOASEC), which represents the country’s private casino sector, has submitted a proposal to the Executive Branch to regulate online betting.

Under the proposed legislation, all forms of online gaming would require state authorization, with only licensed operators permitted to offer services. Licensed operators would also be subject to regulatory oversight as part of efforts to establish a legal market and combat illegal online gambling.

According to CUOASEC, the proposal outlines three main measures against unauthorized platforms. The first would be blocking these sites. The second would involve creating an exclusive “.bet.uy” domain to identify licensed companies.

Furthermore, the text provides for a National User Registry. The association states that these measures would help establish greater control over the activity and distinguish authorized operators from irregular platforms.

The proposal also addresses the traceability of operations and the protection of personal data. Furthermore, it includes mechanisms related to the prevention of gambling addiction and the fight against money laundering.

The draft also outlines cybersecurity requirements, self-exclusion tools, and a specific sanctions regime. According to the entity, the framework aims to align Uruguay with internationally adopted practices for regulating the sector.
