I'm trying to make my first site in wordpress and I want to know if some can tell me how I can make a box positioned underneath the header banner with a description of the site that doesn't alter or move when posts are added.

Depending on the theme you are using you'd probably have to edit the theme file header.php

You Have to edit Theme header file by the header.php.

edit the file header.php from admin panel..
