I think website if you are going to deal with casino niche because apps will not be allowed in app store due to various security policies.

    You should specify your question.
Do you mean for casinos or affiliates?

Depending on your needs and market.

I think each business has to have the website first.

    But mobile-friendly website.

And only after that you should think about an app.

It makes more sense to me to have the website operational first and then the application created later.

indeed. an app would be more suitable if you have loads of daily fresh content. for example a sportsbook app to compare odds...

for standard affiliate content i would always start with a website. also keep in mind most app stores block apps in certain countries if you do not have the right licenses..

No, I'm talking about a ecommerce website or application.

Depends on your needs but more or less on your budget. A website can be setup with not a lot of start up cash. Ten bucks for the domain per year, perhaps a hundred for the host a year and a hundred for some decent theme. The rest is you customizing/adding content.

An app however especially if native comes with a high price. Years ago I was searching for a dev, on one of those freelancer places, never ever did I get an offer for anything less than 10 to 12k in EUR. And my specifications were super simple nothing advanced AT all.

I imagine an ecommerce one would be a lot more and would require decent support, bug testing and so on.

Currently, it justifies an application only if your content has significant added value for the user.

Today's users are already very reluctant to install new applications instead of what happened in the past. In the discovery phase, everything and anything was installed. Things have changed, so you should always try the content with a website adapted to mobile and then decide whether it is worth moving to an app.

It doesn't appear you understand the igaming market, since "very few" gambling portals are built around an ecommerce application.

If you plan on selling widgets a shopping cart is logical, but selling a casino is not.

I think it is best to have both, depending on financial capabilities, markets, and needs, but it is also a good option to have a website that is well optimized for mobile devices.
