adobe premier + after effects would be a great combo.

the good bit about after-effects (I only discovered this week) is that you can pipe structured data into it from excel etc, and do cool stuff
eg.
• Take Excel spreadsheets and animate this in After Effects.
• Make animated pie charts, line charts & bar graphs.
• Create percentage counters.
• Animate icons making beautiful infographics.
• Create 'voice over' infographics.
• Use animation techniques to bring your data to life.

You can find out source editor to simply do this for you, specially if this is one gig and not something you'll do on regular basis, Fiver and Upwork and many other online services can connect you with very good editors and video creators which I guess will be much easier for you to work with. This is at least my opinion.
