I do not think they can destroy the industry. I believe they can suffocate it, harming people and businesses, but the industry will mutate and the players will continue responding to these changes (probably not in the way they would like, just like now).

It’s sad, but the growth of the black market could easily be used to justify even more regulation. Politicians may simply argue: “People are still using unregulated markets, so we need stricter rules and more control.”
That can become a vicious cycle: more restrictions push people toward the black market, and then the black market is used as proof that even more restrictions are needed. Sadly, it’s not that far-fetched.
