So what is the point of this license with nothing to back it? Pretty much sounds like pay us X and you can be a casino, try not to cause too much trouble?

Yep. It seems that these seals you get free when you buy an icecream over there. And a point is that every casino that states on their website that they are licensed by the government of Curacao are making things different than they in reality are. They are not licensed by the government of Curacao. They've got some sub license from a master license holder. A lot of them do not seem to be into gambling but "just" data centre... Like Costa Rica...
