If there is a god up there - you are right
One of my best money sites was rampaged by negative SEO spam garbage and I just can't prune it. Let's hope that this is the intention of our "friends" at the all mighty all powerful benevolent gods of google [added just in case they read this]

No google does care about money and this tool had to become available because with the changes in seo it make it easier to attack other websites and google had to listen to the cry of webmasters and seos saying they are encouraging black hat behavior

Not too long ago myself and a few other big sites were attacked by a fellow gambling portal webmaster, they decided to run an xrumer attack on us. I/We have 100's of links from some of the worse sites on the net, i still have yet to use this tool for fear that google will somehow penalise me for it.

Has anyone used this with success?

This is where Google excels - it is called distraction marketing and nobody does it better than Google. People will go over-board with it and they will abuse the tool. Most will ignore that fact that Matt Cutts said 5 or 6 times "Most people do not need to use this tool". I have seen some on other forums saying they got notice from Google about their links and they are running around trying to remove all kinds of links that will reduce their rankings.

The best thing to do is not use the tool at all because you may shoot yourself in the foot.

They should just come up with a way of discrediting bad links automatically.

I would only use this tool as a last option, this is basically a way for google to detect spam sites.
I would also never put links on a place which I can not remove them later by my own.
rod.collins - are you saying that sites without WMT does not rank as well as sites with WMT? have you tested it? maybe it's becuase WMT shows you errors and notification which you can fix and never knew about without it.

Another thing that's not related but site upload speed is a major factor and I use the google tool to test it.

It seems that most webmasters will find this tool really helpful to track bad links.
