Google appears to synchronize the tempo of its crawls to the frequency of updates on your site. If for example you are updating every day you will soon see your updates every day. Other sites which are updated less often my not be crawled more than once a week. It seems to take a few months for the crawl rate to settle down. You can push this a bit by submitting a site map but as you say this is not a guarantee – fresh content seems to be a better solution.
