Hi, there are several factors that affect but the most important ones:
Age of your domain
Number of incoming links from quality sites
Average Loading speed of all pages in your site
And...... RELEVANT, UNIQUE and QUALITY CONTENT
These are the best ways to get high PR.
1. Strong Keywords.
2. Link buildings.
3. More and more backlinks
4. Link Exchange.
This is a really interesting discussion. Didn't expect to find this kind of thread here but hey it all helps, lol
off to see what else I can read about
A PR3 link is worth over a PR2 link ONLY when thinking about Toolbar PR as the deciding factor. Inmyopinion, a link from a PR0 page that ranks high on the term I am going after is MUCH MUCH more valuable than a link from PR3 page that does not rank for that term.
I have been saying that here for years Chris.

If an affiliate program is not small affiliate friendly (especially small US Affiliate), then they are NOT Affiliate Friendly!
Im going to let you all into a little known secret here, EVERY site starts off with a little bit of page rank, otherwise there would be no page rank in the first place.
I think PR is one of the Google devil making the whole internet explosion (web pages increased geometrically). But the fact is always the Giant Google makes more and more money! If there is no such a big market, there is no such Google. Yahoo, Bing, Ask cannot go anything better, which probably they mistakenly follow up Google PR or linking building meth. Why do you need linking if the content is really the king?
Have you heard the story of "Three mouths make a tiger"? Everyone is afraid of a tiger. If not, Google will not be that important.

Develop your sites, get quality IBL and add unique content and you'll never have problems with pr. As it has been mentioned above, it's not a crucial factor in ranking.
Rick perhaps this post should be locked, to prevent people building post counts and to stop people from commenting on something that has been discussed over and over and over. Focus on quality backlinks and the PR will come on its own, not the other way around.

Locking it probably won't help since it would only be a matter of time (short at that) and someone will start another one.
Google Toolbar PR and the discussions that surround it will never end....this is due in part to all the seo sites as well as the seo-wannabes that make sure the discussions and confusion continue.....this is how they make a portion of their sales, and how they are able to show certain targets they know they can meet even if they do not drive a lot of traffic for their clients....
The discussions themselves are somewhat entertaining, and occassionally a good point is made here or there and they sometimes help some of the less informed realize that the little green bar is not near as important as the SERPs and where their website lands within them....
I am also sure that the engineers at the OLD Yahoo and the OLD MSN wish PR woulda been their idea because I personally think it is the single biggest thing that made Google what it is today.....

I totally agree with you Rİck !
There is not a necessary connection between ranking and PR.
I have a penalized page with PR 4, for example. It was penalized more than 1 year ago, but PR increase from 2 to 4 in the same time.
I have been saying that for years, even when all the seo wannabe's disagreed.
Now THAT is interesting.....
I had never really stopped to think about pr increasing on penalized pages.
Do you happen to know why the page incurred the penalty?

I would assume, the technical factor (lots of links) made the page go up in PR, but the content rules etc (keywords stuffing or you name it) made it get slapped.
I don't have a sure explanation, because was not an important page wich I have not specifically monitored. Possible a banned old backlink.
But I know another whole site which was severe penalized when it was PR1, and now is PR3 and still penalized. The reason of penalties was a too early link building campain, when a very known "seo company" build some profiles.
you are all forgetting that the page/site may have already had a PR3 before the penalty or whatever but the toolbar hadn't updated
and there really isn't much point taking your TBPR away as well as a penalty unless you have been using it to sell links
In this case, was PR 2 also, before become 3 after last PR update.
Is important to note that you can have both severe penalty and PR increase, it not seems to be any direct correlation. Only banned sites have no PR.
