What market?
Answers in some cases may be different depending on different markets.

Hi Rick,
by Markets I mean the Geo, country to target
Market/GEO/Country ... all the same

Noted, but again depending on which geo some things might be more important.
Example, some markets you have to be careful about free games as some geos are certainly driving toward needing age verification even for free games.
Also, Japan as an example, many more ads will have cartoon characters, and in some markets there are specific rules and guidelines that might restrict or at least frown on ads they might deem as targeting children. (have wondered about this point specifically as I do review many Japanese sites last year or two)
Good idea for a discussion though, and in fact I added a similar idea to one of my running private lists for discussion suggestions earlier today.
There are about as many different markets, geos and or languages as you can come up with based on countries etc.
I do feel that the targeting methods might change a little depending on which geo you are discussing.
We do have a few scattered discussions the last few weeks that talk about a few specific markets (one example someone asked about Japan specifically recently), so you could monitor or ask deeper questions in some of those, or if you have a geo in mind you haven't been able to see something specific create a thread for it (be sure to do a little searching though, in case there are some recent ones covering the topic or region, as it sometimes helps inspire ideas more).

It's not guaranteed, but one thing you could start with if you're targeting a specific country is to build the site on the relevant cctld (if feasible) .
Then (or instead of) you're likely to need to be sending multiple country-related signals - content, links from relevant sites, etc. Your structure will likely need to be entirely focused on that market, in other words it's the core proposition of the site.
As chaumi pointed out above - the obvious number one thing to consider is the TLD.
That's probably the number 1 thing you might want to consider if by GEO you are referring to a single country.
If you are looking to target a wider region (say several neighbouring countries that share the same language) it might get trickier and you might be better off with a more general TLD.
That said, if you have a narrow enough GEO focus, it will be easier to get better rankings in most cases.

I'd say the TLD has very little to do with geographical targeting. Sticking to a .com domain in most cases is the safest option, especially if you later decide to branch out to new markets.
The most optional way to target specific markets are to do so both through strategic backlinking, and on-page optimization, such as localizing the information and the keywords in title tags etc.
If you have multiple geo's on a single website already, using hreflangs are most likely your safest bet.

It’s all about the strategy, and being accurate and intuitive. Also, research marketing processes to find all the standard process.
Targeting a specific geo goes beyond language - look at local payment methods, preferred casino game types, and platforms where that audience spends time (social media, forums, influencers, etc.). Start small: pick one country, research what matters there, and tailor your content around that. The more aligned your offer is with local habits, the better your chances of converting.
If you are new; do smaller markets that don't pay as well. Czech, Romania etc.
Or if you live in a country and speak a language natively; use that to your advantage.

A few weeks ago, I read an article in GPWA Times Magazine that covers this topic and would’ve been helpful to me a few years ago. You can find it here, I hope it helps https://www.gpwatimes.org/issue62/22/

Start by thinking about user intent—what problems that market has, payment methods they use, local trends, stuff like that. Language helps, but relevance and trust matter way more.
