Recently my programmers decided to build a site based on i frames. I have to admit i know nothing about it...

We have several pages and its in both Dutch and English.
Here is my issue..
I noticed that when a link is clicked the url does not change. Its constantly the home page in the address bar.
I had originally thought they would be dynamic html pages.. so that when you click a page it creates a url with html extension.
The said i frames will load site faster but wheni do research into this it seems for
seo purposes i frames is bad.
Is there a way to add a rule in the .htaccess file to create a url when a link is clicked??
I know we can add a site map with html pages but i still only see one url?
Should we chage the whole thing?? or can this be fixed..
I love the site and it looks neat but i was ready to invest allot in link building but not for one url only...
Any ideas??
