You can have as many keywords as you see fit. Keyword density will help determine where your page ends up in the SERP's. Personally I target 3 to 5 relevant keywords (but include many more) and try to keep the density at 8 to 9% for each of the three to five. If you go over 10% Google MAY mark you as a spammer. Notice I did not say WILL. There are over 200 variables that Google looks at to determine page rank. Keywords & keyword density are only two of them.
Make sure your page name, H1 Header, meta tags, keywords and content all match rather closely. This will help Google to determine if you are a relevant page or not. Google looks at the first 250 words more carefully than the rest of the content so be sure and get your words in at the top without sounding like a keyword stuffer. Avoid a lot of unnecessary words as removing "fill" words will increase the density % just as good as adding extra keywords.

Once you publish your page you can check the density and adjust your Metas, content, page title, and description (etc.) accordingly

Because of Latent Semantic Indexing, Universal Search and now Google's new 'Google Instant' I wouldn't think of it in terms of how many keywords are best. The sky is the limit. Targeting the longtail or low hanging fruit if you are struggling for traffic is the best way to quick wins and will also build your site perfectly for what Google looks for - deep relevant content.
I posted here quite a while back on keyword research and latent semantic indexing but can't seem to find the info - but there's a link for you along with a few tools we use to identify them.
I must reiterate here though that hittail is still the best tool I have found because it gives you real-time data on what people searched to find your website in the search results so you can take these terms and create new pages just for them or improve the existing page and further improve your traffic.
A test budget on adwords would work the same way - but would be much more expensive.
