I want to know about the White Hat SEO?? I am new member in the field of SEO. So please tell me about Whitehat SEO?

Seriously: White Hat SEO is the practice of all "good guys" in the SEO field. They never break rules of search engine and deliver sustainable SEO tactits such as "natural link building" or "non spam on-page SEO". So, no spam (aggressive link building in blogs, directories, newswire websites and so on), no malicious techniques building links (link farms, blogrolls etc...).

Black Hat SEO... something evil... but it pays (I see...) in the short-run... then, usually, if a search engine is smart enough, you will get caught and sent to the limbo of penalties (maybe...)

Whitehat SEO link would be through providing HQ content which is shareable and could be mentioned by other resources (with a link to a source), infographics is modern way to get a link, but not always gives you what you expect

White Hat SEO is a "false flag" operation by Google.

Some things of black hat seo are stronger but a white hat seo strategy can never bring your website to be declared as spammy.

Although this is obviously a spam attempt by the OP, I'll bite.

I know I'm arguing a lost cause against millions of uninformed, self proclaimed SEO experts, but link building is not SEO (white or black hat). At best I would call it search engine gaming / exploiting / spamming, depending on what is done.

Most SEO is totally white hat and it is all carried out on your own site. It includes such things as:
- structuring your site in a clear, unambiguous way that can be easily crawled by SEs
- publishing an xml sitemap that identifies the relative importance of pages on your site
- emphasising relevant concepts, words, and phrases in your pages through the use of html tags, links, and headings
- writing in clear, understandable language without spelling errors, so that it can be machine-interpeted with minimal error
- ensuring the right parts of your site are crawled using robots.txt
- maximising performance so pages are served in as short a time as possible
- publishing engaging content that answers the question visitors have when performing a query, so they don't go straight back to the search engine
- plus loads of other on site factors like canonical urls, accurate and useful meta descriptions, regularly publishing fresh and original content etc etc etc

Black hat SEO includes things like keyword and meta tag stuffing, hidden text, cloaking, and other methods of deceiving search engines that crawl your site in order to exploit flaws in their algorithm.

IMHO everything else people do off site with the aim of boosting their rankings is not SEO, whether it is black hat, white hat or whatever. It should be called for what it is: advertising, marketing, publicity, or spam.

How about an analogy

SEO = Standard Customer Focused Service
White Hat SEO = Pain in the ass (would sell his grandmother) salesman
Grey Hat SEO = Dodgy wheeler dealer
Black Hat SEO = Conman or Crook

Black hat seo is a bit like George Bush II's Shock and Awe invasion of of Iraq. Sooner or later you'll end up with egg all over your face and then realize that short term ain't an option worth taking.

White Hat is just the good way to do SEO according to most search engines (Google in particular). Black hat is not the good way to do SEO, again according to most search engines which has the objectives to simulate the traffic and credibility of the website.
