Of course - in a good structure there is always some scope for periodic review and discussion with these decision makers, perhaps monthly, quarterly or annually - but certainly not on a daily basis.
The rules and processes are established and put in place, and in 99.9% of cases the staff are expected to enforce them as part of their job. Supervisors might have some small ability to make small dispensations or deals - but by-and-large the company rules are there to be followed not fought.
