With such a vast seo experience you should probably know that .jpg is not new and has been in use for 30 years as it was developed in 1992.
Webp on the other hand is also not so new, released in 2010 and supporting animation since 2011. The majority of the development libraries needed some improvement and it had taken a few years for it to become more standardized, but by mid 2021 96% of browsers supported the format.
As for which format of an image is best to use, I agree that webp is probably the best format overall to save images in, but as a direct affect on the rank score, nope I disagree. (others like png gif will also have their place for various reasons)
It may affect score when you compare a 2 meg gif file with a webp 10% that size, but the score affect if weight of the page not which extension the images have.
As for which optimizers to use, I almost always manually save the images (or redo them in photoshop if needed) and replace them on the site rather then take an image and use another program to optimize them on the fly (while visitors are waiting for the page to load), but its nice to have suggestions on different programs to try for those that do not do a lot with graphics programs like photoshop etc.
