Yep. But does this law apply for them?
Yep. But does this law apply for them?
Yuup always the Money but I live in one of the most corrupt Democratic countries in the world putting those 2 things in the same sentence Hurts a lot you would think politicians who we voted for would be looking out for whats best for us not themselves.
Countries that regulate and Tax can make so much extra income instead of penalizing should be common sense.
Democracy.... where any two idiots can outvote a genius....
The link is not working any more - http://www.onjn.gov.ro/home/lista-ne...ara-activitati

Triple7, what do you want to know?
Triple7 (17 August 2015)
What about a Romanian company not having any website in Romania, neither in Romanian, neither targetting Romanian people? Would this law bother?
For example an affiliate website in Spanish or German, owned by a Romanian company and if necessairy blocking visitors from Romania? Does the law and the 6k apply?
Triple 7 if you don t have a site with .ro you will be fine. The law apply only for Romanian residents(the ones that pay taxes in Romania)
Thanks. Do the law also apply for Romanian tax payers that don't have a .ro site but for example a .dk site in danish? My company will incorporate in RO so I will be a Romanian tax payer..
Triple7, I dont have all the answers. In september I will know more about this.
After the conference in Bucharest ?
I've read the law letter for letter, but it isn't that clear at that point. It says "in Romania", but the thing is what does mean "in Romania"... I also have red the Ordonanta de Urgenta nr. 77 din 24 iunie 2009 privind organizarea si exploatarea jocurilor de noroc and there is stated "gambling within the territorium of Romania".
I wonder if the "in Romania" is in reference to anyone accessing the sites from a Romanian ip, and or actual gambling sites residing on a Romania IP.
One would think that part of the statement was more clear.

The operators on the blacklist in most cases are not based within the Romanian territorium, but "just" targetting Romanian players... In the old law "Romanian territorium is written", in this new law they use both "licensed in Romania" and "in Romania".
This is the key part:
Businesses involved in activitiesassociated with the field of remote gamesof chance in Romania, for examplebusinesses offering management andhosting facilities on their gamingplatform, payment processors, softwareproducers and distributors, affiliates, certifiers and auditors, are required toobtain a license from the ONJNMonitoring Committee in order toundertake this type of activities.
The field of remote gaming in Romania... That sounds like the Romanian market of online casino's and online casino's that are targetting Romanian players without license... Also nowhere is explained what is an affiliate exactly...
Perhaps it's my fault and I don't understand things well, but it seems to me that this law isn't that clear at some points. It's an urgency law and it seems it's also written in a hurry.
Before article 20 point 6 was:
"In Romania"... before this article in this old law in Romania is explained as within the Romanian territorium, as it's written for just landbased casino's and gambling halls I suppose...
Just How Big is the Romanian market for most of you guys ? do you get a lot of legit players?
From 24hBet: Please be advised that as of 1st of September, we will no longer provide our Services in Romania. This comes in accordance to jurisdiction and legal changes related to Online-gaming in this territory.
Its among the top 20 markets in OCR not the best but definitely not among the worst
I asked the Romanian Gaming Commission and I've received a statement of them. Their definition of affiliate is "persoana fizica sau juridica, care realizeaza venituri in baza unui contract incheiat cu un organizator de noroco la distanta, ca urmare a participarii la joc a jucatorilor directionati de cate acesta pe site-ul sau platforma organizatorului" and that I need a license "Clasa a 2-a".
Still no answer. My question was (and still is) if the Romanian government has anything to say about what companies based in Romania are doing (things that are legal) on servers and websites outside Romania, not in Romanian language and not targeting residents of Romania (and if necessairy Romanian IP's will be even blocked). I truly doubt on that.
I don't know how to get an answer from them.
An affiliate for them is: a fysical or juridical person, that makes income due a contract closed with an operator of remote gaming and when he directed participators of luck games / gamble games to the site or platform of the operator.
