Some of the sites I have are responsive and some are not. I think sometimes the site is better off as it is and most sites I prefer myself when surfing on mobile or tablet are non-responsive. And as some of you already has pointed out content doesn't always fit right into the responsive version.
my websites are unfortunately not mobile responsive at the moment. However the design fits very nice on mobile devices as well but I will definitely take some time during the next months to make sure that all my websites are perfectly mobile responsive.
Initially I focused on "mobile-only", but in 2012 fully switched to responsive, to better serve regular traffic as well.

It is expensive to change all responsive , maybe if you can fit in already prepare theme then you it is fine I guess. Btw I would not worry so much about mobile, since modern mobile devices use advance browsers almost identical to the desctop versions, so from UX I do not see much of benefit, a part from the bigger expences on developing a responsive design website.
Its actually not so expensive to develop responsive design, many themes and templates are already available in the market, some even for free.
I agree about what you say regarding the advanced browsers BUT the main problem is still the same and will stay the same - screen size !
And the responsive design is addressing this exact issue, the design is presented by the screens size while hiding some of the elements
makes the site very user friendly for all type of users.
There are also disadvantages of course, some time you can't find something you saw on your computer screens on the mobile... but I still think its a minor disadvantage.

As for mobile... I think that tablets (and similar devices with screen 7"" or bigger) are the future of the majority of traffic from mobile.
If your desktop site is not wider than around 1000 - 1024px, is well displayed on tablets, ipads and similar devices, without preparing any special version.
I do not think that many people are going to browse net using smartphones. They just download apps and use them, instead of browsing net.

How are determining that it is smartphones and not tablets?
Are you going by screen size or ??

Latest industry report says:
"By 2018, there are predicted to be 1.6bn tablets in use, four times what there was in 2013, but while the device split with smartphones will have reached 50/50 in developed markets, in emerging markets smartphones will still account for 77 per cent of mobile devices." this is from mobile marketing magazine.
They say that tablets become major mobile device in the coming decade, and outrank smartphones. The reason is also technology with better TFT screens and faster mobile net availability, for tablets and similar devices.
There is one thing people always carry with them and that's their phone. Tablets are simply too big to put in the pocket. Just my 2 cent though.

One more thing: the problem with many webmasters is that they look at their websites from their own perspective, while they should look at it from their visitors perspective! Too often this is completely different.

I've been using this free emulator for a while now. Worth checking out IMO.
